Multi-State Manhunt Underway

Law enforcement agencies along the Eastern Seaboard are actively searching for 31-year-old Arkel Garcia, described as armed and potentially dangerous. Authorities indicate he may be located anywhere between Florida and Philadelphia.

Previous Conviction Overturned

Garcia was initially given a life sentence for the 2013 killing of 21-year-old Christian Massey in West Philadelphia. Prosecutors stated the shooting occurred during an attempted theft of headphones. However, in 2021, his conviction was invalidated. The Philadelphia District Attorney's office argued the original case was compromised by former homicide detective Philip Nordo, who was later convicted of misconduct involving suspects and witnesses. A judge subsequently vacated Garcia's sentence.

Massey's family expressed profound distress over the legal reversal. "I mean, we talk about all the time that the system doesn't work right or it's broken, and things like this really show that it is because dangerous people that you can prove are dangerous are still just walking around on the streets," stated Massey's cousin, Pebble Hill, in a recent interview.

New Homicide Allegations Emerge

Following his release last autumn after serving additional time on an assault charge, Garcia is now linked to two separate killings. On November 12, investigators allege he robbed and murdered 58-year-old David Weinkopff in his Philadelphia apartment. The victim, who used a wheelchair, was discovered with severe facial and head injuries.

"So this is an individual that we consider highly dangerous due to his pattern of violence," remarked Robert Clark, a supervisory deputy U.S. marshal.

Additionally, Florida authorities seek Garcia for questioning regarding a November 28 homicide in Fort Pierce. The 51-year-old victim succumbed to blunt force trauma and smoke inhalation after his residence was set ablaze.

"To be adjudicated for one homicide and then to commit two more homicides within 15 days, this is somebody that needs to be captured quickly," Clark emphasized.

Family Voices and Current Status

Reflecting on the new allegations, Massey's sister commented, "So now hearing what he's just done to another person that's a part of a vulnerable population. He was an older man. My cousin was a special needs young man. So it's just sad, and it just seems like this is what he does. He preys on vulnerable people."

Garcia was last reported in St. Lucie County, Florida, on November 29. His previous known address was in Philadelphia. Police urge the public to call 911 immediately if he is sighted. Massey's family hopes the renewed investigation will lead to the reopening of the 2013 case.
