On December 23, a high-level Syrian delegation arrived in Moscow for discussions with Russian officials. The group was headed by Foreign Minister Asaad Hassan al-Shaibani and included Defense Minister Major General Murhaf Abu Qasra, along with intelligence representatives.
Russian President Vladimir Putin personally received the Syrian ministers, with their conversation centered on defense matters. According to Al-Ain media, this marks the first official visit by Syria's new leadership to Russia since the change in government last December.
The meetings covered multiple areas of bilateral interest, with particular emphasis on military-industrial collaboration. As reported by Syrian state media, both sides explored "ways to develop the military and technical partnership...and transfer technical and technological expertise, and cooperation in the fields of research and development, in order to contribute to strengthening the national defense system and supporting security and stability in Syria and the region."
Economic Partnership Discussions
Beyond defense topics, economic cooperation formed another key agenda item. Discussions addressed potential expansion of trade relations, support for reconstruction initiatives, infrastructure development, and investment opportunities in Syria. These economic measures aim to positively impact Syria's economy and living conditions.
This diplomatic engagement follows Syria's recent hosting of a Turkish delegation in Damascus, indicating ongoing regional diplomatic activity.
Regarding regional security, President Putin emphasized Russia's continued support for Syria's sovereignty. "President Putin reaffirmed Russia’s steadfast support for Syria, stressing the importance of preserving Syria’s unity, territorial integrity, and full sovereignty, and rejecting any projects aimed at partitioning the country or undermining its independent national decision," according to official statements.
Putin also criticized repeated Israeli incursions into Syrian territory, labeling them as direct threats to regional security and stability.
The talks reflect ongoing efforts to redefine Russian-Syrian relations following last year's political changes in Syria, with both nations seeking to maintain important aspects of their longstanding partnership while addressing new geopolitical realities.
